TECHNICAL ASSISTANCE FOR ESTABLISHING THE INSTITUTIONAL FRAMEWORK FOR THE IMPLEMENTATION OF AIS/AES Technical assistance project of the Customs administration is intended for introduction of Automated Import and Export systems. Project is funded by the IPA 2013 European Union funds in the amount of 1,411,335 EUR and co-financed by the Republic of Serbia with an additional 156,815 EUR.
Purpose of the “Technical Assistance for Establishing the Institutional Framework for the Implementation of AIS/AES” project is creating conditions for the implementation of automated import and export systems, i.e. introduction of paperless import and import procedures, which will significantly simplify and improve quality of information exchange and business efficiency. Full implementation of those systems is one of the conditions for joining the EU.
The overall objective of the project is to improve the quality of services that the Customs Administration provides to the business community and citizens through the modernization and strengthening of their own administrative and operational capacities.Numerous benefits are expected from paperless business, such as: reducing the time and costs necessary to carry out import and export customs procedures, increasing the competitiveness of our economy and protecting citizens through better control of import and export, improving security and safety aspects as well as more efficient budget filling. Following results will be achieved by the project: PROJECT RESULTS: Result 1Legal and organizational alignments prepared (improved draft legislation, established legal framework for paperless business, Customs Law of Serbia harmonized with Union Customs Code (UCC), prepared guidelines for transformation model of Customs Administration’s organization according to the best practice of EU Member states, raised awareness of the business community about implementation of paperless business). Result 2The Institutional Framework for the implementation of AIS/AES and Customs Authorization (Decision) management introduced. Activities related to Result to include business process modelling for AIS/AES and preparation of strategic IT documents Result 3Improved professional capacity of Customs Administration of Republic of Serbia.
