TECHNICAL ASSISTANCE TO THE CUSTOMS ADMINISTRATION CUSTOMS SYSTEMS - PROJECT ON NCTS

The European Union has been the major donor in the Customs sector, enhancing the modernisation of Customs through the approximation to EU standards, including legislation and procedures. New project on Technical Assistance to the Customs Administration of Serbia to Support the Modernisation of the Customs Systems is mainly focused on development of New Computerised Transit System (NCTS) in the Republic of Serbia and on assistance with its accession to the EU/EFTA Convention on a common transit procedure.


REPUBLIC OF SERBIA STARTED WITH NCTS IN THE NATIONAL LEVEL

In accordance with the national project plan for the introduction of the NCTS in the Republic of Serbia on 23.saptember Customs Administartion of Serbia strted with the implementation of the NCTS in the national level as the first fully computerized paperless customs procedure which follows the transit accompanying document (TAD). Full implementation of the NCTS procedure in the Republic of Serbia began 25.01.2015.godine 

METHODOLOGY FOR COMPUTERIZED TRANSIT PROCEDURE 

The basic principle of a customs transit procedure is to facilitate the movement of goods from one customs office to another within the same or another customs territory without payment of customs duties and other duties that may be applied to imported or exported goods without the applying  the economic trade measures, and provided that all requirements relating to seals, deadlines or insurance are fullfiled. COMMON TRANSIT PROCEDURE

The Serbian Parliament adopted the Law on confirmation Convention on a common transit procedure and Law on confirmation Convention on the simplification of formalities in trade in goods, and they are published in Official Gazette – International contract”, No/13/2015.
